Paul, as one of the larger and more economically developed leaders, is mainly targeted by Michelle to her nespaper of course, but hes quite cautious in what he does and says, so there is nothing against him yet. he definietly likes to have everything under control and in his own hands and rarely accepts opposition well, and if he wants to, hes able to really manipulate someone.

His desire to control everything is so big that it manifested itself even when he was in a relationship with Kai. This whole love was slowly starting to be based on taking away the other person's freedom and frequently asking Kai where he was going and with who. Probably by then Paul didn't understand what he did wrong because he was "just worried" and he still cares (If he could change and fix/understood his mistakes and work with his whole Jealousy problems, he could probably be with Kai again. Or at least deep down, he probably wish even a little to get a second chance). 

For now, the only thing he fears the most is losing power, mainly because at times he was obsessed with betrayal. In general, he's very well organized, plans strategically and is even a good negotiator, hes quiet neutral towards most people (or at least he tries to be).

Currently, Propaganda has several debts/documents with some leaders or just civilians, either they pay for defense or repay their debt (which is more common), (he's a bit like Chris but more in a control than greedy way). still closely monitors payment deadlines and rarely makes exceptions. maybe at this time he only treats two people with concessions, the first one is Kai because of the relationship they had + Kyle ,just because he is partner of an equally larger one leader, and it would be a big disadvantage to lose contact with quite wealthy Andreas.

 Paul has a quite strong sense of justice, when the situation is really bad, hes able to stand up for someone (unless it depends on situation), generally he tries to be quite calm on a daily basis, rarely does anything upset him so much and mostly thinks logically, unless it comes to Kai. Some of leaders are still joking how Paul is shitty at relationships.

RELATIONSHIP WITH KAI:

Were partners in the past but mainly due to Paul's controlling/Jealous behavior it all fall apart. Deep down if Paul would get a chance he would try to get together again (only if he would understand his own mistakes and change even a bit) and still cares for Kai Even if he doesn't show it openly. But debt is still a debt.
